if the silencer would do its job as it should, muzzle break could not do it that well, since there would be not much gasses to counter recoil. you could have a sort of combination of them, a silencer which is a muzzlebreak in the same time (that would mean openings throughout the side of silencer. It would not be a good silencer nor a good muzzle breake (somewhere in the middle for those properties). But still there would be less sound projected into the direction of the shot. In this case you have more smaller openings, or cuts aournd the silencer of smaller size. gasses would get out of those holes after moving through "tunnels" in the silencer body.
